ABSTRACT: This article analyzes the effectiveness of environmental policies implemented in
Latin America to reduce pollution, focusing on comparisons between countries with different
social, economic, and institutional contexts. The objective is to identify the main policies
adopted, evaluate their implementation and results, and propose recommendations to
improve their impact on environmental protection and quality of life. The methodology used is
based on a mixed approach that combines qualitative and quantitative analysis. A systematic
review of scientific and regulatory literature, case studies, and analysis of data from official
agencies were conducted. The study focused on five representative countries: Ecuador,
Colombia, Mexico, Chile, and Costa Rica. To do so, indicators such as air quality, forest cover,
waste management, and CO₂ emissions were used, comparing their evolution before and after
the implementation of specific policies. The results show that the most successful policies are
those sustained over time, with strict regulation, economic incentives, technological
innovation, and citizen participation. Costa Rica and Chile stand out for their solid
environmental institutions, adequate resources, and advanced monitoring systems, achieving
significant reductions in pollution and increases in forest cover. In contrast, Ecuador and Mexico
have made regulatory progress but face limitations in their implementation due to institutional
weaknesses and lack of resources. The case studies show that adaptation to the local context
and the combination of regulation, incentives, and technology increase effectiveness. It is
concluded that the effectiveness of environmental policies depends on institutional strength,
political continuity, and social participation. It is recommended to strengthen oversight,
integrate sectoral policies, improve environmental education, and adapt strategies to each
local situation, highlighting the importance of co-responsibility and innovation for sustainable
development.

INTRODUCCIÓN
La problemática ambiental es uno de los grandes retos del siglo XXI, impulsada por el crecimiento
industrial, la expansión urbana, la deforestación y el uso excesivo de combustibles fósiles, estos
factores han generado altos niveles de contaminación del aire, agua y suelo, afectando la salud,
la biodiversidad y los ecosistemas, frente a ello, los gobiernos han adoptado políticas para mitigar
impactos, preservar recursos y promover un desarrollo sostenible (1).
